By operating just 10km south of Kyiv Bayraktar TB2s can fly at their service ceiling of 25000ft and can’t be detected by S400 radar 120km away with good safety margin. And they can still operate up to around 80 km away and stay around 16–18 thousand feet to avoid MANPADS (shoulder fired missiles).
Finally the Ukrainians aren’t stupid. As Russia decided to keep its S400 systems inside Russia and Bielorus the curvature of the earth makes it impossible for S400 radar to detect flying things bellow a certain altitude depending on how far they are from S400 radar.
But this really doesn’t explain how they can destroy Buk and other Russian SAM systems. They should be able to detect Ukrainian aircraft. Perhaps those are being hit while on the move, with their radars off. Any non AESA radar that is online is easy to detect. They can be detected much easier than the radar can detect the target aircraft. Its an equipment called RWR (Radar Warning Receiver), which is typically installed on every fighter, bomber and many times in other military aircraft. Due to the very low cost of TB2 I expect them not to have an RWR system but most Ukrainian manned jets have those. By flying regular strike missions at just high enough altitude to receive radar emissions from the local battlefield but low enough to avoid being targeted by S400 systems they can relay active Russian radar emissions to TB2 operators so they avoid hot SAM systems or approach them at lower altitude.
