That was done to a degree with administrators, but on Wikipedia, authority over things like bans, restrictions, etc., as well as content decisions, was instead devolved to the community as a whole. Admins had the technical ability to implement such decisions, but the community decided when and where they should do that, via consensus processes. Shortly, the community’s authority was extended to the appointment of admins, and the “request for adminship” process shortly replaced the “Jimbo chooses admins” one. Policies and guidelines do exist on Wikipedia, but again are driven by consensus. They are more a means of documenting what is already widely being done and accepted as a best practice, rather than anyone saying “This is what everyone must now do whether you like it or not.” And they are all subject to change by that same consensus process.
For retail stores, hoodies tend to be somewhat seasonal in nature …shops will likely have them out on the racks at the end of summer when the fall and winter clothing gets put out. Once the initial order is displayed that’ll be it for the season. As the cold season comes to an end you’ll find many hoodies in the clearance racks. Spring and summer season is generally not a good time to look for hoodies in most retail stores. Depends on if you want to keep some part of them as a reminder/keepsake/whatever, of if you just want them gone. If you just want them gone, call local animal shelters, they can use them for bedding, especially if they have guinea pigs or ferrets in house. Wikipedia’s organizational model isn’t really a “design”. Rather, it grew more or less organically. At the beginning of the project, Jimmy Wales was more or less the one in charge of things, so decisions about who became an admin (at that time, pretty much anyone who had been around a while and not acted like a fool), who would be banned or restricted (or have such restrictions eased or lifted), all the stuff like that, rested with him. The one thing he made clear, though, was that he did not and would not make binding decisions on Wikipedia content, only user conduct. Jimmy couldn’t come along and say “This article should say X and should not say Y” and have that be the final decision. Of course, “one guy makes the decisions” is not a system which scales well. The normal way that goes is that said individual appoints others to help in making such decisions in the clearer cases, perhaps himself acting as a final authority for contentious or contested situations.
As the project continued to grow, the Arbitration Committee, made up of some of the site’s most trusted users as selected by the community, supplemented and then replaced Jimmy as the body which decided on the most difficult conduct issues and the involuntary removal of administrator privileges. (It was always permitted for an administrator to voluntarily request tool removal.) Jimmy not too long after clarified that he was also subject to decisions of the Arbitration Committee just like any other editor, and that while he nominally retained the right to dissolve the Committee, he would only use it if they ran completely off the rails and there were widespread and clear community consensus to do so. At this point, it’s like the refusal of “royal assent” in the UK—a power that the crown nominally retains but will never in practice use.
