That was done to a degree with administrators, but on Wikipedia, authority over things like bans, restrictions, etc., as well as content decisions, was instead devolved to the community as a whole. Admins had the technical ability to implement such decisions, but the community decided when and where they should do that, via consensus processes. Shortly, the community’s authority was extended to the appointment of admins, and the “request for adminship” process shortly replaced the “Jimbo chooses admins” one. Policies and guidelines do exist on Wikipedia, but again are driven by consensus. They are more a means of documenting what is already widely being done and accepted as a best practice, rather than anyone saying “This is what everyone must now do whether you like it or not.” And they are all subject to change by that same consensus process.

As the project continued to grow, the Arbitration Committee, made up of some of the site’s most trusted users as selected by the community, supplemented and then replaced Jimmy as the body which decided on the most difficult conduct issues and the involuntary removal of administrator privileges. (It was always permitted for an administrator to voluntarily request tool removal.) Jimmy not too long after clarified that he was also subject to decisions of the Arbitration Committee just like any other editor, and that while he nominally retained the right to dissolve the Committee, he would only use it if they ran completely off the rails and there were widespread and clear community consensus to do so. At this point, it’s like the refusal of “royal assent” in the UK—a power that the crown nominally retains but will never in practice use.
